Secretariat of the Senate
The Secretariat of the Senate provides organizational, informational and logistical support to the Senate,
including its Kengash, committees and senators.
In international parliamentary practice, the role of chamber
secretariats , as well as of «assistants to deputies (which have
not yet been instituted in Uzbekistan) is essential. The Secretariat
provides full support to the corps of deputies (senators) which
enables the parliament to operate effectively as a whole.
Members of parliament are extremely busy. Their work is
very varied and they have a lot responsibility, therefore it is
essential to have a body providing the necessary assistance
both to the chamber and its institutional bodies.
The Secretariat of the upper chamber was established by
Resolution ¹ 23-1 of Kengash of the Senate of the Oliy Majlis
of the Republic of Uzbekistan on April 18, 2005. The
Secretariat is guided by Regulations of the Secretariat of the
Senate of the Oliy Majlis, resolutions of the Senate and its
Kengash and also instructions of Senate Chairperson. It works
in close cooperation with the Secretariat of the Legislative Chamber,
the Cabinet Ministers of the Republic of Uzbekistan, ministries and departments, courts, Kengashes of people’s
deputies and khokimiats at all levels and also self-governed institutions of citizens.
The Secretariat of the Senate like the chamber is not a politicized body. It is allowed to create any public
associations within its framework, including political parties, religious associations except for trade unions. The
Secretariat of the Senate is a legal entity and thus has all necessary attributes: bank accounts, an official seal
and a regular structure.
The structure of the Secretariat of the Senate of the Oliy Majlis and basic functions of its divisions The Secretariat, constituting an administrative body, is an integral part of the upper chamber and subordinate to the Chairperson of the Senate, his/her deputies and the head of the Secretariat of the Senate.
The Secretariat of the Senate consists of the following units:
- Secretariat under the leadership of the Senate,
- Legal department,
- Control and information department,
- Department of international relations,
- Department of publications and translations,
- General department,
- Department for logistical support and Accounting department.
The departments are supervised by heads of
departments. They also include deputy head of departments,
senior consultants, consultants and technical assistants.

The Secretariat of the Senate is run by Head of the Secretariat of the Senate. The head and the staff of the Secretariat are appointed and dismissed by the Senate Chairperson.
Head of the Secretariat:
Represents the Senate in all dealings with the Secretariat of the Legislative chamber, the Cabinet of Ministers of the Republic of Uzbekistan and also bodies of the executive and judicial branches, governmental agencies at a local level and self-governed institutions of citizens; Ensures the standard of the Secretariat and its departments’ work and is personally accountable for the Secretariat’s overall performance; Coordinates the work of departments of the Secretariat, supervises their activity and reports to Senate leaders; Organizes the putting together draft plans of functions planned for implementation by the Senate, and works out a draft agenda for the session of the Kengash and submits these documents for consideration to the leadership of the Senate under instructions of the Senate leadership and on the basis of proposals by committees and commissions; Organizes the putting together of information, references and other materials for the Senate leadership, committees and commissions, develops measures to improve informational support of the activity of the Senate, its bodies, introduction of modern methods and means of data processing and information analysis; Ensures a close interaction of the Senate with the Legislative chamber and provides support in joint sessions of the chambers of the Oliy Majlis of the Republic of Uzbekistan; Develop measures aimed at improving the business of the Secretariat, submits proposals on the structure, staff and personnel of the Secretariat for the consideration of the Senate leadership and organizes training for the personnel to improve the staff’s professional skills, implements work discipline.
