Organization and the rules of the Senate of the Oliy Majlis of the Republic of Uzbekistan

Interaction of the Senate of the Oliy Majlis with local Kengashes (Councils) of people’s deputies

The upper chamber of parliament of the Republic of Uzbekistan conducts legislative activities and parliamentary oversight but also has a special function – to evenly represent the interests of the regions of Uzbekistan, through interaction of the Senate the Oliy Majlis with the Kengashes of people’s deputies of regions, districts and cities. A number of specific acts approved by the Senate provide for legal grounds to regulate interaction of the Senate with regional, city, districts’ representative bodies of authority. Namely: 1) The Resolution of Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan dated March 9, 2007 approving Model Rules of local Kengashes of people’s deputies, the Model Rules of standing commissions and the Recommendation on organization of the work of local Kengashes of people’s deputies; 2) The Resolution of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan ¹ 244-I dated November 21, 2006 approving Recommendations on strengthening relations of «field» senators, who are deputies of representative bodies of the local state authority, with voters; 3) The Resolution of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan dated June 29, 2006 «On interaction of the Senate of the Oliy Majlis of the Republic of Uzbekistan with local Kengashes of people’s deputies and executive authorities with a view to ensuring the implementation of the laws of the Republic of Uzbekistan, resolutions of the Senate and resolutions of committees of the Senate».
In addition to the abovementioned documents the Senate drew up Complex measures to improve the organizational and legal mechanisms of interaction of the Senate of the Oliy Majlis of the Republic of Uzbekistan with Djokarghi Kenes of the Republic of Karakalpakstan, Kengashes of people’s deputies of regions and the city of Tashkent, which was approved by the Resolution of the Kengash of the Senate dated November 21, 2005.
Joint actions within the entire legislative branch of power are carried out both at the level of the chamber (Senate) with Kengashes of people’s deputies and at the level of committees and standing commissions of the Senate and local representative bodies of power respectively. There is a Group in the Senate consisting of 14 senators for interaction of the upper chamber of parliament with local Kengashes of people’s deputies and law enforcement bodies, ensuring coordination of their activity in resolving regional development issues.

Similarly, there are local groups in each Kengash of people’s deputies to improve the overall performance of deputies of local Kengashes and coordination of activity of standing commissions. The main objective of the abovementioned groups is to ensure the effective interaction of various subjects within the legislative branch of power, working together to resolve nation-wide tasks, regional problems, and meeting the needs of ordinary citizens The Kengash of the Senate has the power to consider the activity of local Kengashes of people’s deputies. The Senate may initiate joint sessions of the Kengash of the Senate and of local Kengashes of people’s deputies where it is relevant and there is a need to jointly analyze the situation and find solutions to issues regarding the social and economic development of regions.
Work with standing commissions of local Kengashes at the level of committees of the Senate of the Oliy Majlis is carried out within the framework of parliamentary oversight of implementation of the laws of Uzbekistan.
Deputies of local Kengashes of people’s deputies are involved in working groups which are formed to carry out the oversight powers given to the committees of the Senate of the Oliy Majlis of the Republic of Uzbekistan.
Committees of the Senate and local Kengashes may hold «joint sessions» to discuss and analyze results of joint actions on the matter of parliamentary oversight. However, this specific form of interaction in the context of committees is not unique, and committees of the Senate also have the right to give recommendations aimed at improving the work of local Kengashes of people’s deputies. Issues related to development of an individual region are considered at meetings of committees of the Senate and, if necessary, during plenary sessions of the Senate.
