FURTHER STRENGTHENING OF THE BICAMERAL PARLIAMENTARY SYSTEM AND NETWORKING WITH REGIONAL ASSEMBLIES
The regular meeting of the Steering Committee of Further Strengthening of the Bi-Cameral Parliamentary System and Networking with Regional Assemblies project under the EU's DCI Programme for Uzbekistan took place on the 18th of February 2015 at the premises of the Senate of Uzbekistan. The results of the activities implemented under the EU project for the Parliament till the end of 2014 were considered and basic focus areas for the first half of 2015 were discussed at the meeting.
Members of the Senate of the Oliy Majlis of the Republic of Uzbekistan and its staff, managers of the EU project, specialists and the invited guests took part at the meeting.
Ms. S.B. Artikova, Deputy Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Ambassador Y.Sterk, Head of the Delegation of the European Union to the Republic of Uzbekistan, and Mr. A.K. Irkakhodjaev, Head of the Secretariat of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan opened the Steering Committee meeting with welcoming speeches.
Mr. R.Rolla, Project Team Leader (Germany) spoke about the achievement of key objectives following the Terms of Reference in the Implementation Phase, and relevant methodology of the project team. Mr. K. Rasulov, Project Consultant presented the approach of the project to fulfil new priority requests of the Parliament in the remaining period to ensure the sustainability of contributions. He also emphasised that in the extension phase attention should be focused on the key objective to develop and implement the portals of the Parliament's chambers, and integrate them with future subsystems such as e-workflow system (for legislative procedures), e-archives and Konun information retrieval system. In this regard, Mr. N. Parpiev, project expert informed that all developments and implementation of new information system will be based on ORACLE industrial database management system (DBMS). It is also planned to create a public key infrastructure in both chambers of the Oliy Majlis to ensure further fully-featured operation of the electronic digital signature system (EDSS) in line with regulations and state standards of the Republic of Uzbekistan.
The beneficiaries and other meeting participants noted that the joint implementation of project objectives will contribute to strengthening of the bicameral parliamentary system and its technical modernisation, which will allow to improve the modes and methods of communication of MPs with local representative authorities and electors. Following the discussion of the topics on the agenda of the fifth meeting of the project’s Steering Committee the participants made relevant decisions.
